Based on the analysis and judgment of experts, Shanghai has clarified the next step of prevention and control work, which is divided into "three stages":
The first stage: the stage of consolidating the achievements of the "Ten Actions" for clearing and tackling. From now until May 21, the focus will be on reducing new growth and preventing rebound, continuing to reduce the number of people in closed and controlled areas, orderly opening of prevention areas, limited movement, and effective control, and the city will maintain a low level of social activities.
The second stage: the transition stage to normalized prevention and control. From May 22 to May 31, the number of new infections in a single day was further reduced, the scope of closed and controlled areas were continuously narrowed until the closure was lifted, and the transformation of pandemic prevention and control to normalized classified management was accelerated.
The third stage: the stage of fully restoring the normal production and living order of the whole city. From June 1 to mid-late June, under the premise of strictly preventing the rebound of the pandemic and controllable risks, the normalized management of pandemic prevention and control will be fully implemented, and the normal production and living order in Shanghai will be fully restored.

According to the "Shanghai Airport Group", the cargo volume of Pudong Airport has continued to rebound, increasing by more than 60% since May compared with the same period last month.
Statistics show that since the beginning of May, the cargo and mail throughput of Pudong Airport has continued to rebound. From May 1 to 12, there were 118 guaranteed cargo flights per day, with an average daily cargo volume of more than 5,300 tons, an increase of 37.02% and 64.65% over the same period in April. On May 12, there were 144 take-offs and landings of cargo classes and 6,212 tons of cargo and mail, all of which rose to new highs since April.
The airport maintains close communication with domestic and foreign cargo airlines, actively assists major airlines operating all-cargo aircraft and passenger-to-cargo flights to be included in the list of "resuming work and production enterprises", and optimizes and improves the "white list" and "pass" mechanism. Promote the return of airline staff to work, with a net increase of more than 800 returnees compared to the beginning of April.
At present, among the 34 Chinese and foreign all-cargo airlines operating in Pudong Airport, nearly half of the airlines' capacity has recovered to more than 80%, and 1/3 of the airlines' capacity has recovered to the range of 50-80%, and there are more than 8,000 cargo operators. Implement closed operations to fully ensure the connection between Pudong Airport and core markets such as Europe, America, and Asia-Pacific.
The daily traffic volume of recent futures vehicles in the cargo area of Pudong Airport has reached more than 3,600 vehicles, and the average daily cargo volume is about 3,000 tons, a significant increase compared with the same period in April.
In addition, according to the Ministry of Transport, the container throughput of Shanghai Port has recovered to 80% of last year. In April, Shanghai Port completed a container throughput of 3.085 million TEUs, which was 82.4% of the same period last year. From January to April, a total of 15.348 million TEUs were completed, a year-on-year increase of 1.8%. Since May, the container throughput of Shanghai Port has also maintained a good momentum of recovery growth.
As Shanghai gradually realizes the comprehensive unlocking, it is expected to usher in a wave of hot shipments.
