The customs two-person inspection model is about to be reformed!
On March 15, at the inspection site of Tianjin Port Container Terminal Co., Ltd., customs officers from Tianjin Xingang Customs, a subsidiary of Tianjin Customs, completed the inspection of a batch of coconut fiber filaments. This was the first cargo inspected by Tianjin Customs after it implemented the reform to optimize the two-person inspection model.

The 2024 Government Work Report proposes to accelerate the construction of the international logistics system, create smart customs, and help foreign trade companies reduce costs and improve efficiency. In order to further implement the requirements for smart customs construction and continuously optimize the inspection operation model, Tianjin Customs, in accordance with the requirements of the General Administration of Customs, actively undertakes the pilot work of optimizing the two-person inspection model.
Under the new model, the manual inspection mode of "two-person inspection + review by the section chief in charge" will be adjusted to the mode of "simultaneous inspection by multiple people + review by business backbones + review by the section chief in charge". For example, in the past, six inspectors had to work in pairs and could inspect three shipments at the same time. After the reform, one person can now conduct inspections in groups, one business backbone can conduct mobile inspections and reviews, and six inspection personnel can inspect five consignments of goods at the same time.
After implementing this optimization model, the manual inspection efficiency can be improved by approximately 30% to 40% while completing the same workload. At the same time, on-site human resources for port supervision can be deployed scientifically and rationally to effectively improve the quality and efficiency of port supervision.
In order to implement the pilot reform requirements, Tianjin Customs selected a relatively independent centralized inspection site with full video surveillance coverage to carry out the pilot, ensuring full coverage of surveillance cameras and enabling all-round real-time monitoring and retrospective inspection of the inspection process. At the same time, the inspection and customs officers wore audio and video law enforcement recorders throughout the entire process to film and record the inspection process. In addition, business backbones conduct inspections and reviews of on-site operations, provide timely guidance and solve difficult problems during the inspection process, supervise the implementation of inspection instructions, ensure that law enforcement is standardized and efficient, and improve the efficiency of customs inspection work.
